We want to support being able to add and remove nodes from the cluster, and
have the collections scale up and down based on that.
Specifically, we have a number of collections that have 1 shard and N replicas.
We want the number of replicas to be tied to the number of Nodes. As they
come and go, we want to add and remove replicas. In Zookeeper we don't want
them reflected as gone or down, we just want them removed.
