Thanks for the insights, given that this touches the overseer election/prioritization flow, it looks like the issue is a bit deeper than what I initially thought (Just adding a testcase). As I'm still fairly new to the Solr codebase, I’m not entirely confident proposing a larger behavioral change here without guidance.
