Description:
Despite SOLR-17945 being marked as resolved, Develocity data from the last 28
days shows CloudHttp2SolrClientTest is still highly flaky:
- 85 flaky test occurrences (7% flaky rate)
- 1,060 passed occurrences (93%)
- Mean execution time: 32 seconds
Plan to mark this @BadApple unless anyone have immediate plans to improve it.

This is the HIGHEST priority flaky test in Solr currently. The test should be
marked with @BadApple annotation until stability improves.
