Today, renovateBot (solrbot) adds dependency PRs without a changelog.
During a release, the RM will run a script to retroactively generate changelog
yml files for each commit by solrbot, based on some git log magic, and git log
message parsing.
It would be far better if each solrbot PR already included a
changelog/unreleased/foo.yml which would follow the commit wherever it is
backported and we can skip the extra step in releaseWizard.
