I noticed that the [CHANGES.txt file does not exist
anymore|https://github.com/apache/solr/commit/9684ba8ca27a0bd0b20fedb524d7a3bcfb65e632],
and so I suppose the [check for CHANGES.txt
edits|https://github.com/apache/solr/blob/main/.github/workflows/validate-changelog.yml#L29-L48]
can be removed. This task is to remove that check.
