The CHANGES.txt entry for this Jira did not contain author, and thus migrating
to logchange did not either. To fix it you'd have to commit an edit to
[https://github.com/apache/solr/blob/main/changelog/v9.10.0/SOLR-17883-solrcli%20tools%20such%20as%20-bin-solr%20zk-%20can%20now.yml]
on all active branches.
