Summary: Start publishing new UI desktop clients to nightlies

With the new UI being a Compose multiplatform app, we are able to build and
publish desktop standalone clients for users.
While the desktop client is being developed, this will allow us to gather
feedback, bug reports and more from the community.
h2. Task
Create one or more jenkins jobs that build and publish at
https://nightlies.apache.org/solr/ the desktop clients for the supported
platforms.
A suitable path should be chosen for the files at the nightlies.apache.org
server (e.g. {{solr/desktop-clients/*.[.msi|.deb|.pkg]}}).
h2. Acceptance Criteria
- Installation files for Windows (.msi), Unix (.deb) and macOS (.pkg) are
published at the nightlies server for the current main branch
- Installation files are only generated when there are changes in the UI module
h2. Additional Information
Only people with sufficient access can create and test the jenkins jobs
necessary for publishing at the nightlies server.
