SOLR-17864: Migrating system properties to modern name. (#3690)
* Migrating to solr.security.allow.urls.enabled from solr.disable.allowUrls.
Removes old whitelist terminology.
* Remove old deprecated language checks.
* Bring ClusteringComponentDistributedTest into line to how other tests set the
allow list variable
