The main motivation with this Jira is to bump the ubuntu base image version.
Let's open another Jira for considering Java25 as well. As you say, JDK25 will
be out by the time of solr10 release, so this is an option. There is no need
for a change in SOLR_SECURITY_MANAGER_ENABLED, it will automatically detect
java version and disable itself.
