Some tests such as DistributedDebugComponentTest started failing after this 
commit to main. Reproduce with:
{code:java}
 ./gradlew test --tests DistributedDebugComponentTest 
-Dtests.seed=B62B601797BB3D22 -Dtests.locale=ar-SS 
-Dtests.timezone=Africa/Bamako -Dtests.asserts=true -Dtests.file.encoding=UTF- 
{code}
Not sure it is related, but 
[https://ci-builds.apache.org/job/Solr/job/Solr-Test-main/11843/] is the first 
ASF CI run that had these failures? [~dsmiley]
