It ought to be possible to layer one configSet on top of another (i.e. inherit
another). The primary point is to avoid duplication of files between
collections. Even though the schema & config might likely be different, use of
xinclude could share some sections of both.
Limitations: can't delete/mask files from the parent configSet. Not a big deal.
