Description: Solr initializes Open Telemetry by loading a tracer through
`TracerConfigurator.loadTracer` inside of core container. This is not dynamic
enough to also load the SDK to accept and read metrics. This story proposes
generically initialize Open Telemetry. This will also expose Prometheus Metric
Reader and Meter Providers to obtain Open Telemetry metric instruments. (was:
