This isn't quite ready for prime-time yet, but I wanted to make the broad strokes available for review if anyone's curious. Much of the code in this PR is currently in service of making `SchemaManager` (which is responsible for orchestrating "bulk" schema modifications) consume a format that can be used by both v1 and v2 APIs.
