The cluster property APIs are done, but there were other APIs bundled into this 
ticket that haven't been tweaked and migrated to JAX-RS yet.  So we can't close 
this quite yet.

Also, SOLR-12224 is concerned with COLLECTION properties (i.e. COLLECTION vs 
CLUSTER), that that ticket is unrelated entirely to the work here.
