If a SolrCloud cluster had metadata including a version number (say the
SolrVersion of it's creation), then we could toggle new/different ways of doing
things in SolrCloud that have to do with what's in ZooKeeper. This way, new
code can know whether it needs to do something a new way or old way. Overseer
vs distributed-mode is one, PRS is another. There have been other changes in
the past, which would have benefited.
