Properly referencing the issue in the title ensures that Jira is correctly updated with code review comments and commits. --> # Description This PR removes code that was used to allow upgrades from 6.x to 7.0 to work with existing collections. It simplifies the code, making it easier to maintain. # Solution When generating a name for a new Core, Assign uses an atomic integer that is kept at the collection root in ZooKeeper. For new Collections created in 7.0 and later, this counter is always initialized to 0, and atomically incremented each time a new Core for that Collection is created. With Collections that already existed before upgrading to 7.0, it was necessary to initialize this counter to a higher value in an attempt to make it unique.
