The "stall detection" currently done as a precaution by Solr's "concurrent" clients looks primarily at the the size of the queue of updates to be sent out. This often leads to false-positives both when the queue is nearly always full (e.g. during heavy indexing) and when the queue is nearly always empty (very very light indexing). We're experimenting with a fix for this in SOLR-17294 but haven't merged anything yet. We'd love some feedback on the PR in that ticket if you care to review!
