URL: https://github.com/apache/solr/pull/2278

   https://issues.apache.org/jira/browse/SOLR-17099

   # Description

When retrieving values for placement plugin (former implicit snitch) we
return spurious empty values. This is because the code iterate over all values
of enum ``Tags`` in addition to the requested values.

Following error message is unexpectedly logger: `Received unsolicited snitch
tag XXX from node XXX`

   # Solution

Fixed `NodeValueFetcher` to only return the requested values.

   # Tests

Added `NodeValueFetcherTest` to check this specific case.

Also, I manually checked `PlacementPluginIntegrationTest` does not log
anymore the unexpected error message.
