We want to remove the Overseer based processing of ConfigSets, thus always use DistributedCollectionConfigSetCommandRunner instead for ConfigSet processing, regardless of the `distributedCollectionConfigSetExecution` boolean setting. Namely, OverseerConfigSetMessageHandler would be removed.
