   # Description
   
   Solr's API situation generally has seen a lot of change in the last few 
years.  Many developers may feel unsure of the current status of various APIs 
and frameworks, or uncomfortable touching this part of the code.
   
   # Solution
   
   Some documentation on how Solr "does" APIs currently and how users may write 
new APIs should go a long way towards making it easier for developers to feel 
comfortable in this part of the code.
   
   The contents of these docs borrow from some JIRA writeups I've done 
previously, but have been updated significantly and rounded out a good bit to 
cover v1 APIs as well.
   
   # Tests
   
   Please describe the tests you've developed or run to confirm this patch 
implements the feature or solves the problem.
   
   # Checklist
   
   Please review the following and check all that apply:
