We are moving away from all the arg parsing/help output being done in the shell
commands, and moving that all into Java to reduce duplication of content
between bin/solr and bin/solr.cmd. Right now we are using Apache Commons CLI,
however Shawn spiked out another Java CLI parsing tool that may be richer.
