There are other things broken in cluster level plugins. The yasa cluster level 
plugin doesn't show up at the registered endpoint, which is another blocker. 
Seems to me like functionality introduced in SOLR-14404, which Yasa is relying 
on, is broken at the moment. FYI [~noblepaul] .

 

I'm removing this as a 9.2.1 blocker. We can address both this and the missing 
ZK endpoint in a 9.2.2 later. FYI [~jsweeney] .
