There are some nice test helper classes that were added as part of the replica
placement framework work that are currently living in {{core/tests}}, namely
{{org.apache.solr.cluster.placement.Builders}} and some related classes. Since
we expect people will be writing plugins for different placement strategies, it
would be nice to provide these classes in the test framework to use.
