Let's start from fixing the flipping test, and then spawn a separate ticket for 
timeAllowed and async. 
Regarding the former, is it enough to set async=true for TestFiltering only or 
[https://github.com/apache/solr/blob/a18f5b3c7cf2ce3f4d1cd11288e82ba0f48f7dfd/solr/test-framework/src/test-files/solr/collection1/conf/solrconfig.xml#L99]
 or
