It's possible to hit Solr's ZK oriented APIs for this as was done in SOLR-15062 
(CC [~noble.paul]) but that is less efficient than returning it directly from 
COLSTATUS when multiple / all collections are listed.  That API is also lower 
level; the proposal here is to elevate this bit of metadata in particular, 
named something like "creationTime" rather than use ZK terminology that 
reflects implementation details.
