The degradation happened between the SOLR-11029 (DELETENODE api) commit and the
SOLR-16665 (docker) commit. This issue looks like the most likely commit
touching PRS.

I'm running the tests again to reconfirm and figure out the exact commit, but
it would take a day or so (this test is slow). Results will be populated at
[http://benchmarks.searchscale.com/graph.html] (click on the branch_9x tab on
left).
