Not trying to be heavily involved here but I thought I'd add you may want to
align configSet APIs with ZK APIs. You can get individual files from both.
Just a thought.
An aside: thanks for updating the issue titles to clarify "JAX-RS" and not
somewhat ambiguous V2.
