Review Comment:
   I thought about putting it on 'ConfigSet' directly but ultimately opted to 
keep it here so all the logic remained together in one place.
   
   I was also a little leery of making a "broader claim" than necessary here.  
This ID generation logic works perfect for our local needs in determining an 
"effective configset", but IMO it's totally plausible that other places in Solr 
might want to come up with configset IDs from some other criteria.  I didn't 
want to elevate this approach by putting it on ConfigSet.
