There is indeed a "fallback" error message logic in AdminUI. From the code, 
your nginX must have returned some 403 code on its own?

You can open "Developer tools" in your browser to check that. Choose the 
"Network" tab and then reproduce the issue. In the list of requests made by 
AdminUI in the "Network" section, you would see what responses and codes each 
call receives from nginx. Check if any of those are 403s. Also check the 
"Console" tab for any error msgs from the JS.
