Make sure you are editing the correct solr.in.sh file. When running ad-hoc 
locally it's the one in <unpack-dir>/bin but when installed with installer it 
is /etc/defaults/solr.in.sh.

You can simply set it in your shell as well
{code:java}
export SOLR_MODULES=sql
bin/solr start -c{code}
or
{code:java}
SOLR_MODULES=sql bin/solr start -c {code}
