I'm imagining a machine generated text file listing every file name in the
distribution, and then a validation check during the build that it didn't
change. We could X-out the version numbers to avoid annoyances in maintaining
this when we bump versions. We don't have this today but I think a manual
check of this nature would be good to compare the upcoming 9.0 release with 8.11
