[~janhoy] lets track this separately from this jira. Since this keeps coming up 
- it would probably be better to have this check in `./gradlew check` if its 
that important. I'm not sure of the history why we are checking for javax 
classes. I'm happy to dig in more but not sure the rationale why we are 
checking and what should be an exception.
