Description:
Spotless was disabled on the hdfs module to keep formatting separate from the
new module. The exception should be removed and spotless should be run.
The org.apache.hadoop files should stay excluded from spotless to make upgrades
easier.
After the commit - the commit should be added to .git-blame-ignore-revs to
ensure blames don't look at formatting only.
