[~anshum] This is done. Nothing was actually removed and out of the box Solr 9 
behaves like Solr 8 in that regard (Overseer doing the work), but a config 
allows switching to distributed processing for Collection API and cluster state 
updates in which Overseer is not involved (nor its ZK queues).

Overseer can't yet be totally removed as some events related singletons are 
based on it and that has not been changed.
