Just to add to what I said; there is obviously a relationship between the two.
What I would love to see is both SOLR-15914, and then if the package manager is
enabled, then the very same CLI mechanism added there (SOLR_MODULES ?) would
instead be used by the package manager _instead of_ simply adding to the
container class path.
