In my opinion, having this in the ref-guide is much simpler than having it be a
jenkins job. There are already multiple extremely similar tasks in the release
wizard, such as uploading the java docs, the artifacts, etc. (run a gradle
command, then add to svn) This is another one of these that the release manager
has to do, instead of adding a new type of task (i.e. go and run a jenkins job).
The less places we have logic for a release, the better IMO. And it's not like
we need to go and re-push a ref-guide very often (and if we do, it's likely
because there was a problem during the upload, which could be solved by having
it automated in the release wizard).
This isn't a hill I'm going to die on, but I would prefer leaving all of the
logic in the release wizard.
