Browsing the other SIPs,
[SIP-11|https://cwiki.apache.org/confluence/display/SOLR/SIP-11+Uniform+cluster-level+configuration+API]
is potentially related, as ir proposes some nice cleanup of accessing
cluster-level config. Not saying we should not wait for that, but I'll ping
[~ab] to explore synergies.
