When starting Solr with bin/solr, there is support for setting
{{SOLR_LOG_PRESTART_ROTATION=true}} in order to clean up and rotate logs prior
to starting Solr. This is not needed anymore since both the main solr.log and
GC logs are now rotated natively.
Propose to remove this (dead) code.
