Cause of PerReplicaStatesIntegrationTest fails that most frequented my test
runs. Tip of the iceberg in the world of pain that is making efficiencies
changes. This a general bug, but this test changes things so that at some low
percentage in the right env, things are just fast enough to hit this race.
