This kind of pairs with SOLR-15510 - likely a good end result is that depending
on various factors, either FixedBitSet, SparseBitSet or OffheapBitSet is chosen
automatically with the ability to migrate from one to other if it become clear
the wrong impl was picked as the bitset is filled.
