I just played around with [Antora|https://antora.org/] for half an hour, and I
think it could be what we are looking for. Looks like it is made for
multi-version documentation sites, with things like url redirects between
versions (SOLR-15557) built in. Definitely a lot more investigation to do here,
but I love that we have these new options which will make developing and
maintaining the ref-guide even better.
