Cassandra Targett resolved SOLR-14900.

Resolution: Fixed
This was done as part of SOLR-14444, but note the Jekyll update part needed to
be reverted with SOLR-15520 because Jekyll 4 uses {{sassc}} which doesn't
compile (yet) on some platforms, notably Windows.
