This PR moves the "How to Contribute to the Ref Guide" pages out of the Ref Guide and into a new `solr/dev-docs/ref-guide` directory. Specifically: - Moves all files under `solr/solr-ref-guide/src/meta-docs` to `solr/dev-docs/ref-guide` - Removes `how-to-contribute.adoc` entirely; will be replaced with a new link in the top nav with SOLR-14444 - Removes `editing-tools.adoc`, but the content moved to `asciidoc-syntax.adoc` to consolidate the info - Moves a significant section on using Asciidoctor roles from `jekyll.adoc` to `asciidoctor-syntax.adoc` - Updates links to Asciidoctor documentation (which has moved sites), Jenkins builds, etc. -- This is an automated message from the Apache Git Service.
