I've seen a few people comment in the past several months that they are
surprised there is extensive documentation on how to edit and publish the Ref
Guide contained within the Ref Guide itself.
The current top-level org structure makes this easy to miss (since it's buried
at the bottom of a long list). The org problem in general is in progress via
SOLR-14444 and while working on that I've come to the view that this content
properly belongs in the {{solr/dev-docs}} directory (which didn't exist when
the content was originally written).
This issue is to pull all that out of the Ref Guide and put it in the
{{solr/dev-docs}} directory instead.
