There's two things going on that PR - 1 I added an executor service and some
better shutdown semantics to deal with the current unit test failure, then I
started trying to debug and improve on it because it was doing some unintuitive
things that I discovered while trying to debug the first issue. We can probably
split this PR and only deal with the first half of it, if y'all prefer.
