When Solr was split from Lucene it seems like .gitignore file didn't account
for things being ignored at the root folder of the original repo
e.g. [https://github.com/apache/lucene-solr/blob/branch_8x/.gitignore#L16-L17]
Add missing entries to apache-solr .gitignore file
