This is to address the Sedona issue: https://github.com/apache/sedona/issues/2368 Code in this PR are mostly copied from Sedona main repo with only 1 difference * the announcement bar in SedonaDB will fetch the announcement from the main site on the fly so we don't need to keep updating SedonaDB site.
