I've just discovered that the apache tooling project is building a service
"Apache Trusted Releases"

   https://github.com/apache/tooling-trusted-releases
you can already experiment with this on a project you're on the PMC on
   https://release-test.apache.org/

This is more ambitious as they're trying to automate the entire release
process in a way that somehow builds the release from the repo, so avoids the
"malicious release manager" threat.

It can do audits of the artifacts, the usual vote-time due-diligence, but it
also permits a project to have fully automated publishing :
https://release-test.apache.org/docs/trusted-publishing

Whatever is done here should be done with this in mind
-ATR can be used to audit releases today
-Trusted Releases should be a goal of projects, not just for security but
for the ability to push out new releases fast. I think there's still that need
for some human intervention (it's that full automation which has burned NPM
packaging), but the speed of supply chain issues means that projects need to be
set up for a rapid release and a momentum of something every week, somehow
