Create a Grafana dashboard to report status for all nodes in the cluster.
Potential use cases include identifying:
* Datanodes which have not yet registered with SCM
* Health and operational states of datanodes
* Datanodes which are pipeline leaders
* Datanode pipeline membership
* SCMs which have not left safemode
* OM and SCM leaders
If any metrics required do not yet exist, it would be good to add them.
