Summary: Investigate how to parse all RocksDB files to get latest

In HDDS-10295, the highest TermIndex in transactionInfo table needs to be
manually provided. However, it's better if the system could find it
automatically.
This Jira is to investigate how to parse all RocksDB files of OM to get latest
highest TermIndex.
